Reporting to PHT Corporate Office in the USA and with guidance from the PHT China General Manager, this position will work closely with the management team to develop and implement operating policies and procedures along with strategic objectives to ensure attainment of PHT Corporate Goals. This position will also manage the office administration of all PHT China field offices.HR Department DutiesDevelop and implement HR systems and policies that are applicable to PHT China and Sancus Arcs. and ensure they are in line with the PHT Corporate office goals and initiatives. Advise managers on HR matters and ensure they act accordingly.Coordinate and communicate closely with managers and directors on managing, guiding, and implementing HR-related matters including employee relations, development, career planning and policy and procedure creation and implementation.Manage and administer the arrangement of staff compensation and benefits, including bonus structure and payroll management. Ensure consistency across all PHT China field offices.?Responsible for all staff recruitment and appointment, attendance records, leave management, contract renewal and termination, staff development and training, employee retention, employee relations and relationship building.?Ensure Fair and Equitable treatment of all employees in PHT China and Sancus Arcs.?Management of staffing plan for all PHT field offices including management of talent pool, screening of resumes, participation in interview process, recommending talent to department managers, and internship program.?Develop and administer training programs for employee growth and retention.?Management of new hire on-boarding process and exit process for departing employees.?Management of employee performance tracking and feedback during employee probation period.?Assist managers with staff planning and yearly job benchmarking (Key Performance Indicators).?Establish and maintain personnel filing system. Responsible for updates to organization chart, job descriptions, SOP and Employee Handbook.?Management of HR budget.?Ensure all HR operations and matters are complied with related laws and regulations in China and keep the PHT Corporate Office and all management level staff in China field offices informed promptly.?Assume other special projects and assignments as directed by the PHT Corporate Office.Administration Duties?Manage administrative activities for all PHT China field offices.?Management of administrative budget.?Manages and maintains a balanced organization possessing the necessary flexibility, skills and structure to support the short and long-term goals of PHT International.?Analyzes and appraises the effectiveness of all operations to ensure that established objectives are met.?Helps functional department managers with problem solving.?Assumes other special projects and assignments as directed by the PHT Corporate Office. 职能类别: 生物工程/生物制药 化工技术应用/化工工程师
