The Procurement Operation Manager will have primary responsibility for procurement operation management, including purchasing data/ spending/ saving analysis and reports, procurement policies and procedures management to meet HCC/SOX audit and compliance requirement. The individual will be responsible for leading China CoE team, driving the deliverables and commitment of the team and the development of the team.

Approximate Percentage of Time Major Duties/Responsibilities
40% Process Governance and Productivity
? Develop procurement operation excellence strategy and execution plans, manage and monitor the team to have full execution.
? Determine and optimize procurement policy and process requirements cross sector.
? Partner with internal procurement experts to deliver on-time system follow-up and exact data analysis to support the growth of procurement strategy planning and implementation.
? Monitor R2P process efficiency quarterly with ARIBA and GFS helpdesks, identify gaps and lead for the performance improvement.
? Monitor and improve e-bidding process, efficiency and coverage in total spends
? Participate key cross-sector projects, integrate with GS team and take leadership in ESP implementation in China.
? Ensure the procurement policy and processes are well communicated and executed.
30% Compliance and risk management
? Determine the procurement policy implementation strategy/approach and ensure alignment with overall Source-to-Settle (S2S) strategy.
? Ensure Procurement policies and procedures are aligned with Financial, Regulatory, Quality, Corporate and Government compliance requirements.
? Ensure the alignment of global/ regional policies and procedures.
? Ensure sourcing activities and documents compliant with company policy, process, SOP, country law and regulations
? Lead the creation and review of well written Standard Operating Procedures (SOPs) and policies based on current needs and input from key stakeholders.
? Lead suppliers training to ensure their understanding and compliance to R2P requirement
? Ensure and continue optimize contracting processing efficiency

? Lead the development of the operation team, and provide guidance to the sub-teams of Site Coordinators, Contracting and Share Service.
? Coach and lead direct reports, responsible for achieving team business goal.
? Develop the talents of the team.
